Indonesia restores Grok access under tight oversight after X Corp pledges safeguards and legal compliance.

Indonesia’s Ministry of Communication and Digital (Kemkomdigi) has conditionally restored access to Grok, placing the service under heightened oversight after X Corp submitted a written commitment outlining corrective measures and compliance with Indonesian law.

JAKARTAAlexander Sabar, Director General of Digital Space Oversight at Kemkomdigi, said the move is not an unconditional easing, but part of an enforceable regulatory process subject to ongoing review.

“The restoration of Grok access is conditional, based on X Corp’s written commitment detailing concrete corrective steps and safeguards against misuse. This commitment is a basis for evaluation, not the end of oversight,” Alexander said in Jakarta on Saturday.

In a formal letter addressed to the minister, X Corp said it had implemented multi-layered safeguards to prevent misuse of Grok, including strengthened technical protections, restricted access to certain features, tighter internal policy enforcement, and the activation of incident response protocols.

Alexander said the ministry will continuously verify and test the effectiveness of these measures, particularly in preventing illegal content distribution and violations of child protection principles.

“This normalization comes with continuous monitoring and evaluation. If inconsistencies or further violations are found, Kemkomdigi will not hesitate to take corrective action, including re-suspending access,” he said.

The ministry said oversight policies — whether restrictions or restoration of access — are carried out proportionally, transparently, and in line with existing regulations, with the primary aim of protecting the public interest and maintaining a safe digital environment.

Kemkomdigi also noted X Corp’s commitment to continued cooperation with the Indonesian government in fulfilling its legal obligations as an Electronic System Operator (PSE).

“Constructive dialogue remains open, but compliance with Indonesian law is mandatory. The restoration of access is part of ongoing state oversight,” Alexander said.
